【2023年1月5日】バイデン米国大統領宛て被爆地訪問要請文

謹んで新年のご挨拶を申し上げます。貴台におかれましては益々御清祥のことと心からお喜び申し上げます。

2023年、遂に日本でＧ7サミットが開催される年を迎えました。昨年3月にも、長崎市は貴台の被爆地訪問を要請したところですが、本年5月に開催されるＧ7広島サミットに合わせて、是非、被爆地長崎を訪問していただきますよう、改めてお願いいたします。

昨年2月に、ウクライナに侵攻したロシアが核兵器使用を示唆したことは、核兵器の存在が差し迫った危機であることを証明し、世界に戦慄を走らせました。それから約1年、現状は好転を見せないままウクライナ危機は長期化し、その間幾度となくロシアにより核兵器使用の可能性が示唆され、私たちは「第三の戦争被爆地を生み出しかねない」という未曽有の危機に直面しています。

この危機的状況を打破するため、「核兵器のない世界」を掲げる貴台に更なるリーダーシップを発揮していただくことを被爆地は切に願っています。そのためにも同じ被爆地の広島で開催されるＧ7サミットに合わせたこの機会に、是非とも被爆地長崎を訪問していただきたく存じます。

貴台がもう一つの被爆地である長崎において、直接被爆の実相に触れ、被爆者の声に耳を傾けていただいたうえで、「長崎を最後の被爆地に」という揺るぎない決意を世界に発信していただければ、必ずや現状に歯止めをかけ、再び核兵器のない世界に向けた潮流を生み出す契機になるものと確信しています。

被爆地長崎市民をはじめとする130万人の長崎県民は、貴台の訪問を心より歓迎いたします。

末筆ながら、貴台の益々の御活躍と御健勝を心からお祈りいたします。

 Dear Mr. President,

 We hope this letter finds you in the best of health and spirits in this new year.

 We are pleased to announce that the G7 Summit will finally be held in Japan this year. Although Nagasaki city has already made a request for your visit to the atomic bombed cities of Hiroshima and Nagasaki last March, we would like to take this opportunity to once again request your visit to the atomic bombed city of Nagasaki in conjunction with the G7 Hiroshima Summit.

 Russia’s implication of the use of nuclear weapons during the invasion of Ukraine last February sent shivers across the world and proved that the existence of nuclear weapons poses “an imminent threat.” Almost a year has passed since the invasion. However, the Ukrainian Crisis is becoming a prolonged conflict with no signs of positive change. Russia has repeatedly suggested the possible use of nuclear weapons, and the unprecedented danger of the creation of “a third wartime atomic-bombed site” looms over us.

The cities that have been affected by atomic bombings sincerely hope that you, in your vow to “bring us closer to a world without nuclear weapons,” will demonstrate even stronger leadership so that this situation may be overcome. For this reason, we wish to humbly ask for your visit to the atomic-bombed city of Nagasaki on the occasion of the 2023 G7 Summit in our counterpart city, Hiroshima.

After seeing for yourself the realities of the atomic bombings and listening to the testimonies of the hibakusha firsthand, if you would communicate to the world your unwavering commitment to make “Nagasaki the last atomic bombed site,” we firmly believe that it will help put an end to the current situation and will provide an opportunity to once again foster momentum towards a world without nuclear weapons.

The 1.3 million people of Nagasaki Prefecture, including citizens of the atomic-bombed city of Nagasaki, would like to welcome you with open arms to our city.

 In closing, we extend our best wishes for your good health and every success in your future endeavors.
