【2023年2月14日】G7サミット参加国宛て被爆地訪問要請文

アメリカ合衆国大統領、英国首相 、フランス共和国大統領 、ドイツ連邦共和国首相、イタリア共和国首相、カナダ首相、欧州理事会議長、欧州委員会委員長宛て

被爆地広島・長崎への訪問について（要請）

謹啓 立春の候、貴台には益々御清祥のことと心からお喜び申し上げます。

被爆地広島・長崎両市では、本年5月のG7広島サミット及び保健大臣会合に向けて、出席する皆様を万全の状態で温かくお迎えできるよう、市民一丸となって着々と準備を進めています。

ロシアによるウクライナ侵攻開始から間もなく一年が経ちます。未だ戦争の終結が見通せない中、これまでに、幾度となく核兵器使用の威嚇が繰り返されています。

こうした中で被爆地の市民は、各国の首脳に、一たび核兵器が使用されれば、多くの罪のない国民が非人道的な結末を迎えるという事実を被爆地において再確認していただき、国民の生命や財産を守るためには、核兵器をなくす以外に根本的な解決は見出せないという共通認識のもと、その実現に向けた具体的な道筋を見出すための建設的な議論が促進されることを切に願っています。

このため、貴台におかれては、広島訪問時に、是非とも広島平和記念資料館の視察や長年にわたって核兵器の非人道性を訴え続けてきた被爆者の方々との対話の機会を持っていただきますようお願い申し上げます。

また、「この地を最後の被爆地に」と訴え続ける被爆者や市民の願いを共有していただくため、もう1つの被爆地長崎も訪問していただきますよう重ねてお願い申し上げます。

併せて、日本国内で開催される関係閣僚会合に出席する貴国の閣僚及び関係者の方々にも、被爆地広島・長崎両市への訪問をスケジュールに組み込むことを貴台から推奨していただければ誠に幸甚に存じます。

被爆地で開催されるこのサミットにおいて、核兵器の問題について、地球温暖化・気候変動と同等、あるいはそれ以上に地球と人類の存続を脅かす重要かつ喫緊の課題として議論していただくことが重要です。「核兵器のない世界」の実現に向けた揺るぎない決意を被爆地から発信していただければ、核兵器廃絶への国際機運を再び取り戻すことができるものと確信しています。

末筆ながら、貴台の益々の御活躍と御健勝を心からお祈りいたします。

Greetings from the Cities of Hiroshima and Nagasaki. It is our hope that this letter finds you in the very best of health and spirits.

As the May G7 Hiroshima Summit and Health Ministers’ Meeting are fast approaching, we, the leaders and citizens of the atomic-bombed cities of Hiroshima and Nagasaki, are doing our utmost to ensure that we are ready to welcome our guests with unparalleled warm hospitality.

It has been almost one year since the Russian invasion of Ukraine began. With no end yet in sight, threats of nuclear weapon use have been made countless times throughout the year of conflict. Once a nuclear weapon is used, an untold number of innocent citizens will face an inhumane end. Thus, the citizens of the atomic-bombed cities have but one fervent plea to the leaders of nations: come to the atomic-bombed cities and see for yourself the truth of the consequences of nuclear weapons. Share in the knowledge that to protect the lives and assets of your citizens, there is no fundamental solution to be found other than the complete elimination of nuclear weapons and engage in constructive discussions to find a concrete path forward to realize their elimination.

When visiting Hiroshima, we earnestly implore you to tour the Hiroshima Peace Memorial Museum and speak with the hibakusha, who have long raised their voices about the inhumanity of nuclear weapons. We also ask that you visit Nagasaki, the second atomic-bombed city, so that you may share in the will of their citizens and hibakusha, who continue to plead with the world to ensure that Nagasaki remains the last atomic-bombed city on earth.

Additionally, we would be enormously grateful if you could personally recommend that ministers and other staff members from your country attending ministerial meetings to be held in Japan add a visit to the atomic-bombed cities of Hiroshima and Nagasaki to their itineraries.

As a summit being held in the atomic-bombed city of Hiroshima, it is of the utmost importance that leaders discuss at the G7 Summit the issue of nuclear weapons as a significant and pressing issue on par with, if not surpassing, global warming and climate change in terms of the threat it poses to the survival of the planet and humanity. We are confident that if world leaders can convey their unshakeable resolve towards the realization of a world without nuclear weapons while in a city that was once devastated by these weapons, then we can once again regain international momentum toward the abolition of nuclear weapons.

In closing, please allow us to express our heartfelt wishes for your continued success and prosperity.
