【2022年3月22日】バイデン米国大統領宛て被爆地訪問要請文

アメリカ合衆国大統領　ジョー・バイデン　閣下

 謹啓　向春の候、貴台にはますますご清祥のことと心からお喜び申し上げます。

　この度、日米両政府によって、本年5月後半に貴台の日本訪問が調整中であるとの報に接しました。是非、この機会に被爆地広島・長崎を訪問していただきますようお願いいたします。

　私たち被爆地広島・長崎市民は、貴台が大統領選挙期間中に、「広島と長崎の恐怖を二度と繰り返さないため、核兵器のない世界にさらに近づけるよう取り組む」と明言されたことに大変勇気づけられたことを今でも鮮明に記憶しています。

　本年1月3日に、核不拡散条約（ＮＰＴ）における五核兵器国により、核兵器の拡散防止の重要性及び第6条を含むＮＰＴ上の義務に取り組む姿勢を示した共同声明を発表されたことや、同月21日に、日米両政府により、全てのＮＰＴ締約国に再検討会議で意義ある成果を出すための貢献を要請する共同声明を発表されたことは、いずれも核兵器のない世界に向けた貴台の強い決意に裏付けられているものと受け止めています。

　しかしながら、ロシアによるウクライナ侵略により、核兵器のもたらすリスクが非常に高まっているとともに、国際社会がこれまで築いてきた核軍縮・不拡散体制へ深刻な打撃を与えています。

　この状況に被爆地は強い危機感を抱いており、核兵器のない世界を掲げる貴台に、是非とも更なる強いリーダーシップを発揮していただくことを被爆地は切に願っています。

　そのためにも、日本政府と共に、世界中の政治指導者及び若者等に対し呼び掛けられた被爆地訪問を、貴台に先陣を切って実現していただきたく存じます。直接被爆の実相に触れ、被爆者の声に耳を傾けていただいたうえで、ここ被爆地から世界に向けて、貴台の確固たる決意を込めたメッセージを発信していただければ、現状に歯止めをかけ、再び核兵器のない世界に向けた潮流を生み出す契機になると確信しています。

　被爆地市民は、貴台の訪問を心より歓迎いたします。

　末筆ながら、貴台のますますのご活躍とご健勝を心からお祈りいたします。

Excellency:

We hope this letter finds you in the best of health and spirits.

We have become aware that arrangements by the U.S. and Japanese governments have been under way for you to visit Japan in the latter half of May this year. We would like to request that you visit the atomic bombed cities of Hiroshima and Nagasaki on this occasion.

 Our citizens still vividly remember that you stated during your presidential campaign that you “will work to bring us closer to a world without nuclear weapons, so that the horrors of Hiroshima and Nagasaki are never repeated.” Your words were a tremendous source of encouragement for us.

 On January 3 this year, the leaders of the five nuclear-weapon states recognized by the Nuclear Non-Proliferation Treaty (NPT) issued a joint statement, emphasizing the importance of nuclear non-proliferation and their commitment to their NPT obligations, including Article VI. Furthermore, on January 21, the U.S. and Japan released a joint statement on the NPT to call upon all States Parties to contribute to delivering a meaningful outcome at the 10th Review Conference. We believe that all these actions are underpinned by your strong determination to work for a nuclear-free world.

 However, the recent invasion of Ukraine by Russia is heightening the risk posed by nuclear weapons, causing a serious blow to the nuclear disarmament and non-proliferation regime which has been established by the international community. Feeling a strong sense of crisis amid these circumstances, we earnestly hope that you will display even stronger leadership as a person who advocates for a world free from nuclear weapons.

That is why we ask you to take the lead by visiting Hiroshima and Nagasaki, which the U.S. and Japan asked of political leaders, youth, and others around the world in the above joint statement. Through coming face to face with the realities of the atomic bombings firsthand and listening to the voices of the hibakusha, you will be able to send a message with unshaking resolution from the atomic-bombed cities. We firmly believe that it will help put an end to the current situation and will provide an opportunity to once again foster momentum toward a world without nuclear weapons.

We, the people of Hiroshima and Nagasaki, would wholeheartedly welcome your visit.

In closing, we extend our best wishes for your good health and every success in your endeavors.
