　本日、貴国がネバダ州の国家安全保障施設において、昨年12月に臨界前核実験を実施しており、また今後も計画しているとの情報を得ました。被爆地として、貴国の核実験に対し、長崎市民を代表してここに厳重に抗議します。

　国連で核兵器禁止条約が採択され、国際社会が「核兵器のない世界」の実現に向けて努力するさなかの今年2月、貴国は、「核態勢の見直し（NPR）」の中で、核兵器使用の可能性を高める核兵器の小型化や、本格的な核実験再開の可能性を示唆する政策を発表し、国際社会に疑念を抱かせたところです。

　今回の情報によれば、それ以前の昨年12月にすでに臨界前核実験を実施していたということです。これは、被爆者をはじめ長崎市民や世界の多くの人々の核兵器廃絶への努力を踏みにじるものであり、被爆地として、到底容認できるものではありません。

　また、アメリカの核の脅威が北朝鮮の核開発につながったことを考えると、貴国の新たな核実験は、今後の北朝鮮の非核化に悪影響をもたらすのではないかと懸念しています。

　貴国におかれましては、今後一切の核実験の計画中止を求めるとともに、包括的核実験禁止条約（CTBT）に批准し、一日も早い「核兵器のない世界」の実現のために主導的役割を果たされることを強く求めます。

Dear Mr. President,



Today we have received reports detailing that the United States of America has carried out a subcritical nuclear test in December of last year at the Nevada Nuclear Security Site and that there are plans for further testing. On behalf of the people of Nagasaki, one of the cities that has experienced the devastation of a nuclear bomb, I am writing this letter to strongly protest your country’s actions in conducting this nuclear test.



The international community is working tirelessly towards the realization of a “world without nuclear weapons,” as demonstrated by the adoption of the Treaty on the Prohibition of Nuclear Weapons at the United Nations. In the midst of this situation, the Nuclear Posture Review (NPR) released in February of this year, showed willingness to make smaller nuclear weapons and the possibility of the use of nuclear weapons. This has raised concern among the international community that the Trump administration may be ready to recommence full-scale nuclear testing.



According to the reports we received, prior to the release of the NPR, a subcritical test had already been conducted in December of last year. Your actions trample on the feelings of the citizens of Nagasaki who have experienced the devastation of an atomic bomb and is unacceptable by any measure.



Furthermore, considering that development of nuclear weapons in North Korea is connected to the nuclear threat that the United States poses to them, I am concerned that this new nuclear test which has been conducted will have a negative influence on the denuclearization of North Korea.



I strongly urge the United States to abort all of its nuclear test plans and to ratify the Comprehensive Test Ban Treaty (CTBT), as well as fulfill its role as a leader in the effort to realize a “world without nuclear weapons.”
