　2019年2月13日に、貴国が現政権で2回目の臨界前核実験を実施したとの報道に接した。貴国の核実験に対し、被爆地・長崎市民を代表しここに厳重に抗議する。

　この行為は、核兵器の役割を拡大させ、「使いやすい核兵器」を開発する方針を示した「核態勢の見直し（NPR）」を着実に進める取組みであり、核開発競争を助長し、核使用のリスクを高めかねない動きに、被爆地は強い憤りを感じている。

　そのうえ、今回の臨界前核実験は、第2回米朝首脳会談が開催された時期に行われている。これは、北朝鮮側の不信感をあおり、今後の交渉に悪影響を及ぼしかねない行為であり、朝鮮半島の非核化を期待する多くの人々を失望させる行為と言わざるを得ない。

　一昨年、被爆者をはじめとした市民社会の支持のもと、核兵器禁止条約が国連で122か国の賛成を得て採択されたことは、国際社会が「核兵器は廃絶すべきだ」と意思表示した証である。

　貴国が被爆地及び国際社会の思いを真摯に受け止め、今後一切の核実験を中止するとともに、核不拡散条約（NPT）で約束した誠実な核軍縮に取り組まれるよう強く求める。

Dear Mr. President,

We have received reports detailing that the United States of America has carried out their second subcritical nuclear test on the 13th of February. On behalf of the people of the City of Nagasaki, one of the cities that has experienced the devastation of the nuclear bomb, I am writing this letter to strongly protest your country’s actions in conducting a nuclear experiment.

These actions are expanding the role of nuclear weapons and advancing the policies laid out in the latest Nuclear Posture Review (NPR) which showed plans to develop nuclear weapons that are easy to use. As one of the cities who has experienced the devastation of an atomic bombing, we feel deeply resentful towards these actions, as they are promoting a nuclear arms race and increasing the risk of the use of nuclear weapons.

Furthermore, this test was conducted during the second North Korea-United States Summit. This is surely fostering feelings of distrust from North Korea and will have a negative impact on future talks and negotiations. I must say that to all of the people looking forward to the denuclearization of the Korean peninsula that these actions are cause for great disappointment.

The year before last, with the support of the survivors of the atomic bomb, the hibakusha, and the civil society, the Treaty on the Prohibition of Nuclear Weapons was adopted by the United Nations by a vote of 122 countries in favor. This is proof that the international society has made it clear they believe that we “must abolish all nuclear weapons.”

I strongly urge you to earnestly take the feelings of the cities that have suffered from an atomic bombing and of the international society into consideration and henceforth cease all nuclear experiments and to faithfully work towards nuclear disarmament as promised by the Treaty on the Non-Proliferation of Nuclear Weapons.
