核核弾頭数の上限引き上げ方針に関する要請

　2021年3月16日、貴国におかれましては、安全保障や外交政策などの見直しとなる「統合レビュー」を発表し、その中で、「保有する核弾頭の上限を現行の180発から260発に引き上げる」との核増強の方針が示されました。

　貴国はこれまで、核不拡散条約（ＮＰＴ）で核保有を認められた5か国の中でも、積極的に核軍縮に取り組む姿勢を見せてこられました。

　その貴国が、核弾頭の上限を実に約4割も増強する政策へ転換を図るとの方針を出されたことに、被爆地は大きな衝撃を受けており、75年前に原爆の惨禍を体験した街として到底容認できるものではありません。

　貴国は「統合レビュー」の中で、ＮＰＴの完全履行に強くコミットしていると表明されておりますが、この核増強の方針は、ＮＰＴにおいて課せられている核軍縮の誠実な交渉義務、とりわけ「不可逆性の原則」に反するものです。

　また、核兵器禁止条約の発効や、新戦略兵器削減条約（新ＳＴＡＲＴ）の延長などを契機とした核兵器廃絶へ向けた国際社会の潮流に逆行するとともに、今年の8月に開催予定のＮＰＴ再検討会議への影響も懸念されます。

　貴国におかれましては、今一度、被爆者をはじめとする平和を希求する世界中の人々の切なる思いを真摯に受け止め、ＮＰＴで約束した誠実な核軍縮に取り組まれることを強く求めます。

A Request Regarding Planned Nuclear Stockpile Increase



Dear Prime Minister,


On March 16, 2021, the British government released the “Great Britain in a Competitive Age: the Integrated Review of Security, Defense, Development and Foreign Policy”, outlining a plan to increase the overall nuclear warhead stockpile ceiling from 180 to 260 warheads.


Amongst the five nuclear weapon states recognized by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), your country has been proactive in making efforts towards nuclear disarmament.


We were deeply shocked to learn of your country’s policy shift to increase the cap of nuclear warheads by more than forty percent. As a city that experienced the devastation of a nuclear bomb seventy-five years ago, Nagasaki cannot condone this behavior.


The Integrated Review says that your country is “strongly committed to full implementation of the NPT.” However, the policy to increase the stockpile limit will be in direct defiance of your commitment under the NPT to pursue negotiations in good faith regarding effective policies of nuclear disarmament. It is in conflict particularly with the “principle of irreversibility.”


Furthermore, this runs to counter to the international movement towards the abolition of nuclear weapons that has been making great strides with the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW) and the extension of the New Strategic Arms Reduction Treaty (New START.) It may also influence the Tenth Review Conference of the NPT that is planned to be held this August.


I strongly urge you to once again take the feelings of the hibakusha, the atomic bomb survivors as well as international society into consideration and earnestly work towards nuclear disarmament as promised by the NPT.
