　昨日、貴国がネバダ州の核実験場において昨年11月に臨界前核実験を実施したとの報道に接した。
　現政権における「核態勢見直し（NPR）」を着実に進めるこうした取組みは、核軍拡競争を助長し、核使用のリスクを高めかねない危険な行為であり、被爆地は猛烈な憤りを感じている。
　さらに、臨界前核実験が行われた昨年11月は、核兵器を全面的に国際法違反とする「核兵器禁止条約」の発効確定直後の時期にあたる。「核兵器はいらない」との意思を明確に示し核兵器廃絶へ向け新たな一歩を踏み出した国際社会の動きに逆行する行為であるとともに、被爆者をはじめとする平和を希求する世界中の人々の切なる思いを踏みにじるものであり、到底容認できるものではない。
　被爆地・長崎市民を代表して厳重に抗議するとともに、今後、核兵器の維持存続や開発につながる一切の核実験の中止を求める。
　貴国が被爆地及び国際社会の願いを真摯に受け止め、核不拡散条約（NPT）で約束した誠実な核軍縮に取り組まれることを強く求める。

Dear Mr. President,

Yesterday, we received reports detailing that the United States of America carried out a subcritical nuclear test in November of last year, at a nuclear testing site in Nevada. On behalf of the people of the City of Nagasaki, one of the cities that has experienced the devastation of a nuclear bomb, I am writing this letter to strongly protest against this latest nuclear test and urge that you henceforth cease all nuclear testing for the maintenance and development of nuclear weapons.

The atomic bombed city Nagasaki is outraged by the actions of the current administration in their obstinate advancement of the policies laid out in the latest Nuclear Posture Review (NPR.) This is a dangerous course of action that could foment a nuclear arms race and increase the risk of the use of nuclear weapons.

Furthermore, last November’s subcritical nuclear test occurred immediately after the entry into force of the Treaty of the Prohibition of Nuclear Weapons (TPNW), a legally binding international treaty to comprehensively prohibit nuclear weapons, was ensured. By ensuring the entry into force of the TPNW, international society made an explicit statement that “we do not need nuclear weapons” and took a new step towards the abolition of nuclear weapons.
Your action not only runs counter to the will of international society but is a flagrant disregard of the ardent wishes of the atomic bomb survivors and all of the people around the world who aspire for peace. This is utterly unacceptable.

I strongly urge you to earnestly take the feelings of the cities that have suffered from an atomic bombings and the feelings of international society into consideration and faithfully work towards nuclear disarmament as promised by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT.)
